- The content of the parcel is forbidden or restricted to be brought into Ukraine.
- There are mistakes in the documents or the necessary information is missing.
- The cost of the parcel or cargo exceeds the duty-free limit of 150 euros and customs clearance is required. Keep in mind that the duty-free limit for individuals and legal entities is calculated differently.
How do I get a parcel detained at customs?
- If the content of the parcel violates the laws of Ukraine, you won't be able to receive it. You may also face fines and litigation.
- If there are errors in the documents, you must request the sender to change them to the correct data.
- If there is no value, you can provide a receipt or other acceptable evidence of the price of the item or the correct inventory of the parcel.
- You can clear the parcel or cargo on your own or through a «Semero» customs broker.
Important:
- You have 30 days to solve any issues that arise, this is how long the parcel will be held at customs and then it will be sent back at your expense.
- Keeping a parcel at the customs warehouse for more than 5 days is a charge. The cost depends on the weight of the parcel.
What documents do I need to order a parcel to Ukraine from Norway?
The list of documents is individual and is based on the specifics of the goods, the place where you ordered it and your legal status.
To order you may need:
- Passport information.
- TIN.
- Accreditation card of the legal entity (LLC, FLP, PE etc.).
- Contract, invoice, goods description, packing list.
- Permit to import certain samples of the goods, if required.
To receive an international parcel by an individual in Ukraine, the following documents are required:
- Passport, TIN code or other documents confirming the identity of the recipient, for non-citizen of Ukraine only passport.
- Checks or printouts from the site where the cost of purchase is indicated.
- Bill of lading and invoice for the parcel – you can get it at the reception of the carrier or electronically to the post office.
- Completed M16 declaration – a sample of the blank M16 form is provided by the carrier.
- A receipt for payment of customs duties.
You can calculate the customs payments yourself by using a customs calculator or by contacting a customs broker. You can pay the duty through any payment system, such as Privat24 or through a payment terminal at the carrier's office.
The total cost of delivery of parcels or cargo from Norway to Ukraine may include two components:
- The shipping cost set by the courier service (FedEx, UPS, TNT, DHL).
- Customs duty which is levied on any parcel with a value exceeding 150 Euro.
Note that for individuals the duty-free limit of 150 euro does not include the delivery cost, and for legal entities – the duty-free limit of 150 euro includes delivery costs.

The base for taxation is: 500 – 150 = 350 EUR.
Duty: (500 – 150) * 10% = 35 EUR
Value Added Tax (VAT): (350 + 35) * 20% = 77 EUR
Duty + VAT: Duty 35 EUR + VAT 77 EUR = 112 EUR
Total: 112 euros
*Approximate sum of charges – (4592 EUR) depends on the currency rate established by NBU on the date of execution of relevant documents
The cost of delivery of parcels and freight from Norway to Ukraine depends on the chosen delivery service, weight and dimensions:
- The cost of delivery by courier service (FedEx, UPS, TNT, DHL can be calculated on the website of the carrier or agent).
- Customs clearance is not included in the delivery charge.
- Insurance of a parcel is paid separately.
Also please note that individuals and legal entities have different order of customs clearance, which is not included in the delivery cost.
An example of delivery calculation for 10 kg parcels with dimensions 50*50*50 cm:
Let's calculate the volumetric weight in cm: 50 * 50 * 50 = 125000/5000 = 25 kg
Cost of delivery calculation will be made by volume weight – 25 kg, as it exceeds the actual weight.

Insurance is usually 1% of the cost.
