( 2 ) After ordering this or that product, the seller fills out the documents and passes the parcel to the courier delivery service (FedEx, UPS, TNT, DHL). The courier service delivers your shipment to Ukraine and sends it for customs inspection. Depending on the results of customs inspection, the cargo or parcel is sent directly to you or delayed by the customs authorities for further clearance.

Duty-free customs limits in Ukraine

In Ukraine, there is a duty-free customs limit of 150 euro, established by the state.

It means that all parcels, the value of which does not exceed 150 euro, containing no goods or substances forbidden to import into the country, not violating the copyright, and having properly filled out accompanying documents - are not taxed and are not subject to customs clearance.

Thus, if a parcel costs less than 150 euros, then it is sent immediately to the address of the recipient, without delays at customs and payment of any fees.

However, if the final recipient is a legal entity, the cost of the parcel or shipment includes the price of its delivery to Ukraine.

Customs clearance of parcels and cargo, the value of which exceeds the duty-free limit of 150 euros, is a mandatory procedure for individuals and legal entities.

Attempts to evade customs clearance or intentionally reduce the amount of customs duties may threaten your firm with confiscation of cargo, fines, or legal action.

The customs clearance process includes the following steps:

  • Checking the contents of the shipment for compliance with the data specified in the accompanying documents.
  • Checking the correctness of the data on the recipient.
  • Checking that the cargo is legal.
  • Registration of the shipment or parcel.
  • Submission of value documents to customs authorities.
  • Filing of declaration.
  • Payment of customs duties (duties and VAT).

The calculation of the cost of customs clearance depends on the value of the goods you are importing.

If the value of the parcel, including delivery, exceeds 150 euro but is less than 10 000 euro, you will have to pay 10% duty and 20% VAT on the difference between the value and the duty-free limit.

If the value of the shipment is more than 10,000 euros, the duty will be charged depending on the code of the goods you are importing and 20% VAT.

An example of the calculation of customs duties on a parcel worth 190 euro: 
 
The base for taxation would be: 190 - 150 = 40 euro
 
Duty: (190 - 150) * 10% = 4 euro
 
Value Added Tax (VAT): (40 + 4) * 20% = 8.8 euro
 
Duty + VAT: duty 4 euro + Value Added Tax (VAT) 8.8 euro = 12.8 euro
 
Total: 12.8 EUR

Customs clearance of parcels worth more than 150 euros is mandatory in Ukraine. You can go through customs clearance in three ways:

  • By hiring a professional customs broker.
  • Signing a customs clearance agreement with a courier delivery service.
  • Carry out customs clearance of a parcel or cargo on your own.

If you decide to clear the parcel yourself, you will need:

  • documents confirming the identity of the recipient;
  • A document that confirms the purchase or a printout from the site;
  • Bill of lading and an invoice for the parcel - you can get it at the carrier's reception desk;
  • The filled-in M16 declaration - a sample of the blank M16 form is provided by the carrier;
  • A receipt for the payment of customs duties.

Doing the customs clearance yourself is an additional risk of delays and complications at customs. We advise you to handle customs clearance yourself only if you are fully confident in your competence in this matter.
