( 1 ) Customs clearance of goods can take a significant amount of time if you decide to do it yourself. Especially complicated is the case with the design of goods worth more than 10,000 euros or having specific rules of import. In order to avoid mistakes that may delay your shipment at customs, you should familiarize yourself with the rules of customs clearance or entrust it to the care of a professional customs broker. Many of us regularly use international delivery services, without even thinking about it. All parcels from AliExpress, Taobao, Amazon, and eBay come to Ukraine by international delivery. In most cases, this process goes unnoticed, as you do not need to clear the parcel and just pick it up at the post office. But when it comes to parcels or freight that exceeds the duty-free limit, this is not the case, and in order for the delivery to go smoothly, you need the help of a specialist.

Reasons for the detention of a parcel from Estonia?

The procedure for bringing any goods, items, and substances into Ukraine is strictly regulated and if you or the sender neglected its norms, you will face proceedings with the customs authorities.

The main reasons for detaining a parcel at customs may include:

  • The content of the parcel is forbidden or restricted to be brought into Ukraine.
  • There are mistakes in the documents or the necessary information is missing.
  • The cost of the parcel or cargo exceeds the duty-free limit of 150 euros and customs clearance is required. Keep in mind that the duty-free limit for individuals and legal entities is calculated differently.

How do I get a parcel detained at customs?

  • If the content of the parcel violates the laws of Ukraine, you won't be able to receive it. You may also face fines and litigation.
  • If there are errors in the documents, you must request the sender to change them to the correct data. 
  • If there is no value, you can provide a receipt or other acceptable evidence of the price of the
  • item or the correct inventory of the parcel.
  • You can clear the parcel or cargo on your own or through a «Semero» customs broker.

Important:

  • You have 30 days to solve any issues that arise, this is how long the parcel will be held at customs, and then it will be sent back at your expense. 
  • Keeping a parcel at the customs warehouse for more than 5 days is a charge. The cost depends on the weight of the parcel.

What documents do I need to order a parcel to Ukraine from Estonia?

The list of documents is individual and is based on the specifics of the goods, the place where you ordered them, and your legal status.

To order you may need:

  • Passport information.
  • TIN.
  • Accreditation card of the legal entity (LLC, PE, etc.).
  • Contract, invoice, goods description, packing list.
  • Permit to import certain samples of the goods, if required.

To receive an international parcel from an individual in Ukraine, the following documents are required:

  • Passport, TIN code, or other documents confirming the identity of the recipient, for non-citizens of Ukraine only passport.
  • Checks or printouts from the site where the cost of purchase is indicated.
  • Bill of lading and invoice for the parcel – you can get it at the reception of the carrier or electronically to the post office.
  • Completed M16 declaration – a sample of the blank M16 form is provided by the carrier.
  • A receipt for payment of customs duties.

You can calculate the customs payments yourself by using a customs calculator or by contacting a customs broker. You can pay the duty through any payment system, such as Privat24, or through a payment terminal at the carrier's office.

The total cost of delivery of parcels or cargo from Estonia to Ukraine may include two components:

  • The shipping cost set by the courier service (FedEx, UPS, TNT, DHL).
  • Customs duty which is levied on any parcel with a value exceeding 150 Euro.

Note that for individuals the duty-free limit of 150 euro does not include the delivery cost, and for legal entities – the duty-free limit of 150 euro includes delivery costs.

Example of duty calculation for parcels exceeding 150 Euro:

Approximate cost of a parcel from abroad 300 EUR

The base for taxation is: 300 – 150 = 150 EUR.

Duty: (300 – 150) * 10% = 15 EUR

Value Added Tax (VAT): (150 + 15) * 20% = 33 EUR

Duty + VAT: 15 EUR Duty + VAT 33 EUR = 48 EUR

Total: 48 euros

*Approximate amount of charges – (2025,6 UAH) depends on the exchange rate established by the NBU on the date of execution of relevant documents

The cost of delivery of parcels and freight from Estonia to Ukraine depends on the chosen delivery service, weight, and size:

  • The cost of delivery by courier service (FedEx, UPS, TNT, DHL can be calculated on the website of the carrier or agent).
  • Customs clearance is not included in the delivery charge.
  • Insurance of a parcel is paid separately.

Also please note that individuals and legal entities have different orders of customs clearance, which is not included in the delivery cost.

An example of delivery calculation for 10 kg parcels with dimensions 50*20*20 cm:

Let's calculate the volumetric weight in cm: 50 * 20 * 20 = 20000 / 5000 = 4 kg  

The cost of delivery calculation will be by the actual weight of 10 kg 

You choose the service delivery: express or economy. 

Insurance is usually 1% of the price. 

Packaging is at the expense of the sender.

Prohibitions and restrictions on types of goods when delivered to Ukraine

Article 235. Prohibitions and restrictions on the transfer (sending) of certain types of goods in international postal and express consignments

Movement of the following goods shall be prohibited:

  • Goods prohibited by this Code and other legislative acts of Ukraine in accordance with the importation into or exportation from the customs territory of Ukraine.
  • Goods sent in violation of customs regulations.
  • Goods for which there are no relevant permits in applying non-tariff regulation measures of foreign economic activity.
  • Goods that, based on the results of the types of control specified in the first paragraph of Article 319 of this Code, may not be let through the customs border of Ukraine.
  • Goods (clothes, shoes, etc.) that have been used and are in a dirty condition, which by their characteristics may pose a danger to postal workers, without documents on the performed fumigation.
  • Goods falling under groups 1-24 of the UCG FEA are transported (sent) to citizens, except for food products with a total weight not exceeding 10 kilograms in the manufacturer's package.

Prohibited for transport:

  • Live animals (including but not limited to mammals, reptiles, fish, invertebrates, amphibians, insects, or birds).
  • Hunting trophies (animals), animal parts such as ivory and shark fins, animal remains, or animal by-products or derivatives not intended for human consumption that is prohibited for movement by the
  • CITES Convention or local law.
  • Human remains or ashes in any form.
  • Precious metals in bullion.
  • Cash (current legal tender as banknotes, bills, coins), traveler's checks, and activated credit cards.
    Precious and semi-precious stones in loose form (whether processed or unprocessed).
  • Complete firearms, ammunition, explosives, and explosive devices, including inert explosives or test samples, air guns, replicas, or imitations of firearms or ammunition.
  • Illicit goods such as illegal drugs, including but not limited to narcotic stimulants, depressants, or hallucinogens. Cannabis or its derivatives.

It is prohibited to import/export items whose transportation is prohibited by law, regulation, or statute of any state or local government of the country to which or through which the shipment may travel.
