( 1 ) Delivery of parcels to Ukraine by international delivery services is becoming more and more popular. If a few years ago the main consumer of such services were legal entities, and companies, today the situation has changed dramatically. Individuals and regular customers shop abroad every day and order the delivery of their goods to Ukraine. These may be small items from AliExpress worth less than 150 euros, but there are cases when the amount of purchases are much larger. ( 2 ) The requirements for individuals when processing parcels and cargo at customs are simpler when compared with legal entities. For example, the cost of delivery is not taken into account in determining the final value of the parcel. However, the duty-free limit of 150 euros also applies to ordinary buyers. All parcels with a value exceeding 150 euros are subject to customs clearance and the payment of duty and VAT. If your parcel is more expensive than €10,000, other customs and tax regulations apply.

Once the courier service has delivered the cargo or parcel to Ukraine, it goes to customs, where it is checked for value, compliance with documents, and the presence of prohibited goods.

Determining the value of the parcel or cargo is based on the data specified in the invoice, checks, or any other document indicating the price of goods. If they are missing, the customs authorities will determine the value on their own.

If the value of the parcel exceeds 10 000 euros, you must pay the customs fees and declare the goods, i.e. clear them.

The amount of payments is calculated on the basis of the total invoice value of the goods, indicated in the documents.

Calculation of the customs duty: total invoice value x rate according to the Customs Tariff of Ukraine.

VAT: total invoice value + customs duty x 20%.

In Ukraine there are two procedures for charging customs duties:

  • Parcels and shipments whose value exceeds 150 euro but less than 10 000 euro are subject to 10% duty and 20% VAT.
  • Goods whose import value exceeds €10 000 are subject to 20% VAT and duty, depending on the code of the goods you are importing.

Parcels not exceeding 150 euros are not subject to customs clearance and duties.
