( 2 ) For the most part, the courier service deals exclusively with the delivery of cargo or a parcel to Ukraine. And if its value exceeds 150€ or causes doubts to customs authorities, it may be significantly delayed at customs. This happens because of the existing duty-free limit in Ukraine. A parcel that costs more than 150€ is taxed and needs customs clearance.

You can do the customs clearance yourself or contract a customs broker. But keep in mind that you don't have much time to make a decision - only 30 days.

For customs clearance you will need:

  • Personal documents confirming that you are the recipient, which is specified in the accompanying documents to the cargo;
  • Documents confirming the value of the goods;
  • Receipts of the shipping cost;
  • Details of payment and the sums of the tax charges;
  • Customs forms.

As you can see, the list is not that long, but it requires precision in processing at every step. Even a single mistake can cause customs to refuse to release a shipment, and it can take months to resolve this issue.

Customs clearance for DHL parcels is done in several stages:
 
Preparation of Documents. You need to find out what list of approvals are required to cross the border, clear customs and deliver to the recipient. These documents need to be collected and prepared for customs operations.
 
Examination of goods. An inspection of the goods may be carried out at the border. It is necessary to make sure that the goods are allowed in and that they are documented. Also, the conformity of the shipment and the accompanying documents is checked.

If the parcel does not match the description in the documents provided to customs, fines or confiscation of the cargo are possible.

Filling in the customs declaration and submitting it. An important stage that requires professionalism, knowledge of the law, and the intricacies of customs clearance. It is necessary to correctly indicate all the data about the goods, as required in the declaration.

Payment of the customs duty. The amount of tax is calculated based on the value of the parcel. A competent customs broker can calculate in advance how much the customs clearance will cost you. Thanks to this you can prepare the money in advance, and the amount will not be a surprise.
The parcel will be issued after the money will come to the customs account, and then the declaration will be completed – the average time is 1-4 hours after the payment.

Receiving a shipment. The customs clearance of DHL parcels is completed.  Finally, the cherished receipt of your parcel. All the documents are processed, and the duty is paid.
Now the cargo can be delivered to the recipient.

For customs clearance of DHL goods individuals need to prepare the following documents:

  • passport or a document that replaces it;
  • TIN;
  • sales-Purchase Agreement for businesses;
  • confirmation of the cost of goods (link to an Internet resource, the receipt of payment) for individuals;
  • the bill of lading, an invoice for the cargo or the parcel;
  • documents on logistic expenses for the legal entity in case of payment for delivery in Ukraine.

 
The list of documents can vary depending on circumstances and an experienced customs broker will help you to gather all the necessary papers to successfully complete the customs clearance of your DHL parcel.

Certain categories of goods require certification or permits for customs clearance: 

  • jewelry, precious metals;
  • precious stones;
  • goods with 1-24 groups of HS seeds, plants, and food groups (not allowed for the import of natural persons, except for food products in original packaging weighing up to 10 kg);
  • excisable goods (alcohol, cigarettes) are prohibited for import by individuals;
  • cell phones from 2 items;
  • edged weapons;
  • GPS and radio devices with special characteristics.

 
To import these goods through DHL, in addition to the payment of duty, customs require certificates, expert opinions, and for some - permission from the SBU.  It is better to know all the nuances of importing a particular product at the time of ordering it to Ukraine.

The cost of customs clearance depends directly on the declared value of the parcel in the documents.

  • Individuals are not charged customs duty on parcels worth up to 150 Euro.
  • For shipments and parcels worth more than 150 Euro the customs duty is 10% of the amount and 20% VAT, and an M16 declaration is filed.
  • Consignments over 10,000 euros are subject to customs cargo declaration - duty according to the goods code plus 20% VAT.

 
A competent customs broker understands many of the subtleties that relate to the payment of duty. For example, if the parcel is paid by the recipient, then 10% and 20% VAT are calculated from the value of the cargo without taking into account the cost of delivery. This is why DHL customs clearance is a task that should only be entrusted to professionals.
 
Customs payments can be made by a customs broker or inspector. You can pay for DHL parcel duties via any payment system, for example, Privat24 or the payment terminal, which is located in the DHL office in Kyiv, Lugovaya str, 9.

Example of tax calculation: 151 € is the full cost of the parcel, 150 € is tax-free and the remaining 1 € is subject to customs duties according to the NBU exchange rate on the day of clearance.
 
The tax base will be: 151 -150 = 1 € 
Duty: (151 - 150) * 10% = 0.10 euro 
Value Added Tax (VAT): (1 + 0.1) * 20% = 0.22 euro.
 
Taxes payable on a parcel of 151 €: duty 0.10 € + VAT(VAT) 0.22 € = 0.32 €
 
* Approximate sum of charges according to the rate of NBU – (11.91 UAH), depends on the exchange rate set by NBU on the date of customs declaration.
 
Using the customs duty calculator in Ukraine you can quickly calculate it for the goods costing from 150 EUR to 10 000 EUR – the rate of duty is 10%, VAT 20% for individuals. There are no taxes for parcels up to 150 euros.
 
If the cost of the parcel is over 10 000 euros a State Customs Commissariat is made out and the customs payments are calculated according to the commodity code taking into account the delivery of goods.

How to clear a DHL parcel yourself?

If you have decided to do customs clearance yourself, you should know at least an approximate algorithm of actions.

1. We come to the DHL office in Kyiv, which is located at 9 Lugovaya Street.

2. On the first floor, near the payment terminal you find a window for issuing documents for a parcel. You say the number of the invoice and get the documents.

Do not forget to take your identification documents and these data must match those specified in the accompanying documents in the column "recipient". 

3. At the reception, ask for the M16 form and fill it out. Prepare in advance, there may be a lot of confusing questions.

4. Make a copy of passport 1 and 2 pages, residence registration, and TIN, as well as a copy of the invoice for the parcel.

5. Pay the tax fees through Privat24, a terminal, or any other convenient way.

Important points:

Avoid any mistakes in the documents, because they can delay your parcel or refuse to issue it at all.

Please note that you should not delay the clearance of your parcel because the free storage period for parcels in the DHL warehouse is only 5 days. Do it yourself or ask your customs broker or inspector for the exact amount and details of the tax payment. Please be aware of the hours of operation and interruptions when planning your trip to the DHL office.
