( 2 ) To receive a parcel that has arrived in Ukraine by UPS courier service, you need to do two things first. First, find out whether your parcel or shipment is already in the country. You can do this by monitoring the tracking number on the website, or you will receive a notification from the customs office or UPS about its arrival. Second, find out if you need to clear the parcel through customs. If it costs more than 150 €, you have to clear it through customs.

Customs clearance is a process of parcel or cargo clearance, which involves filling in and submitting a certain list of documents, paying taxes, and as a result - the possibility of legal entry of goods into the country.

Customs clearance of UPS parcels has such features:
 
Since 2022 the duty on parcels from abroad to Ukraine is charged when their total value exceeds 150 euro, without taking into account the price of delivery to Ukraine. This price should be indicated separately in the documents, but not included in the total cost of the goods. 
 
For example: if the accompanying documents (invoice) indicate a product price of 140 €, and shipping cost UPS – 200 €, in this case, the goods do not exceed the allowable amount of 150 euros, and customs duties are not paid.
 
If the invoice says 290 € and there is no separate note concerning the payment of the courier service, there is a 10% duty and the VAT 20 % minus 150 €.

Example of customs fees calculation      
 
The approximate value of the goods is 290 EUR
 
The base for taxation would be: 290 - 150 = 140 Euro
Duty: (290 - 150) * 10% = 14 EUR
Value Added Tax (VAT): (140 + 14) * 20% = 30.8 EUR
Duty + VAT: 14 EUR duty + VAT 40.8 EUR = 44.8 EUR
 
Total: €44.8
 
*The approximate sum of charges - (1651,48 UAH) depends on the currency rate established by the NBU on the date of execution of the appropriate documents.

The procedure for customs clearance of a UPS package is as follows:
 
The following list of documents must be collected in advance:

  • Documents stamped by customs - bill of lading, invoice;
  • Your passport or any other ID
  • TIN;
  • Documents that confirm the value of the goods (bank statement of payment, link to the site, etc.).

The recipient is notified of the parcel's arrival at the customs warehouse before paperwork begins.
 
 Then customs clearance of the UPS package itself occurs, which includes filling out the M16 declaration and submitting it to the customs office for clearance.
 The last step is payment of taxes and receiving the parcel in hand. 
 
The whole process can take from a couple of hours to several days. The time depends on the workload of customs officials, as well as how correctly filled out the parcel declaration.

From 190 € - this is the full cost of the parcel, 150 € are not taxed, and the remaining 40 € are subject to customs duties at the rate of the NBU on the day of clearance.

The base for taxation will be: 190 - 150 = 40 €
Duty: (190 - 150) * 10% = 4 Euro
VAT: (40 + 4) * 20% = 8.8 euro
Duty + VAT: duty 4 euro + Value Added Tax (VAT) 8.8 euro = 12.8 euro
 
Total: 12.8 EUR

What documents do I need to clear a UPS parcel?

To start the customs clearance procedure, you need to sign a contract with a customs broker or come to the UPC office and submit all the necessary documents to the customs office for clearance. 
 
You need to have your passport or a certificate that can replace it (certificate of immigrant or certificate of permanent residence), as well as a taxpayer code (TIN).
 
For the next steps you will need:

  • A document confirming the purchase or a printout from the website;
  • The bill of lading and the invoice for the parcel – get it at the reception desk of the UPS carrier;
